In order to further promote the implementation of agricultural disaster relief measures and win the battle against disasters and harvest, the Ministry of Agriculture has recently dispatched a guidance and research team led by bureau level cadres and with the participation of agricultural technology experts to conduct in-depth inspections and guidance on post disaster agricultural production recovery in six heavily flooded provinces and regions, based on the mobilization, deployment, supervision and inspection in the early stage. From August 22nd to 26th, the research team of the Ministry of Agriculture went deep into the fields of severely affected areas such as Xiangyin County, Heshan District, Taojiang County in Hunan Province, and Xishui County, Tuanfeng County, Tianmen City in Hubei Province to inspect the post disaster recovery of agricultural production. Together with local agricultural departments, they studied relevant issues and countermeasures, and listened face-to-face to the opinions and suggestions of affected farmers and grassroots cadres.

According to the research team, since the flood season, Hunan and Hubei have suffered from the rainstorm and flood disaster that has not happened for many years. Party committees and governments at all levels and agricultural departments have organized cadres and masses in the disaster area to take the initiative, not wait and rely on each other, go all out to fight and rescue the disaster, and timely implement the post disaster recovery measures to achieve phased results. One is to put effort into the word 'grab'. Hunan Province has proposed "where to retreat from floods, where to follow for disaster relief and damage compensation", while Hubei Province has put forward "six grabbing and one exceeding" disaster relief production measures. Various regions urgently transport disaster relief materials such as seeds, fish fry, and water body ******* agents, and adjust them according to the time, place, and crops. During the agricultural season, timely implementation of agricultural disaster relief and production recovery measures such as rush collection, rush arrangement, rush sowing, rush planting, emergency repair, and rush management is carried out, striving to reduce and compensate for disaster losses. Field investigations have found that crops such as rice, chili, winter melon, and cabbage that have been replanted in the disaster area are growing well. The agricultural departments in the disaster stricken areas have highlighted scientific disaster relief, adopting measures such as contracting counties and villages, on-site guidance, on-site demonstrations, and paired assistance to ensure that technical services are in place. The Hubei Provincial Fisheries Bureau urgently compiled and printed 22000 copies of the "Technical Manual for Fishery Disaster Relief and Protection Targets" and distributed them to fishermen; Before the flood receded in Heshan District, the "Post disaster Breeding 'Spring Planting' and Seedling Throwing Technology Plan" was issued. Tuanfeng County organized "early instead of late" floppy disk seedling and dry seedling cultivation in advance, and used rice seedling greenhouses for melon and vegetable seedling cultivation to ensure the necessary seedlings for replanting, so that replanting crops would not miss the farming season. The third is to put effort into the word 'prevention'. While making every effort to resist flood disasters, we also strive to prevent secondary disasters. To ensure that there are no major epidemics after floods, Hunan Province has issued an implementation plan for the construction of a harmless treatment mechanism for dead livestock and poultry, and Heshan District has implemented the "Technical Specifications for Animal Harmless Treatment (Burial Method)". All levels of animal husbandry and veterinary institutions are making every effort to organize the disposal of dead pigs, eradication of sources, emergency immunization, quarantine supervision, and other work. Xiangyin County strengthens the monitoring of late rice seedlings, increases the prevention and control of pests and diseases, snails, and other harmful organisms, and studies and implements measures to prevent cold dew and wind in advance. Tianmen City organized over 50 fishing boats and more than 1000 people to conduct disease prevention and control work in rivers, lakes, and surrounding areas. The fourth is to put effort into the word 'bao'. In order to strengthen the funding guarantee for agricultural disaster relief and post disaster recovery production, agricultural departments at all levels have strengthened communication and consultation with finance, insurance and other departments, introduced support policies, carried out deferred loan repayment and additional loans, simplified insurance claims procedures, and achieved full compensation. Taojiang County ****** contacted the insurance company and quickly initiated disaster assessment and claims settlement work. The planting industry claimed 5.62 million yuan and the livestock insurance claimed 1 million yuan. The Tianmen Municipal Government actively coordinates subsidized loans for aquaculture cooperatives, providing a guarantee loan of 100 million yuan for post disaster recovery of aquatic products and a subsidy of 500 yuan per newly added breeding sow, etc., to help the farms resume production as soon as possible. Through production self-help and recovery development, they can make up for disaster losses and smoothly overcome difficulties.
